Policy Brief: Land Rights for Climate-Displaced Families

A new CHRSD policy brief proposes three legislative reforms to secure land rights for internally displaced climate migrants.
CHRSD's legal team, working with community paralegals and displaced families in Cox's Bazar, has published a policy brief titled Nowhere to Call Home: Land Rights for Bangladesh's Climate-Displaced.
The brief documents how existing land law fails climate-displaced families in three specific ways and proposes legislative reforms:
- Recognition of climate displacement in the Vested Property Act — currently, displacement due to climate causes is not a recognized category for property claims.
- Expedited khas land allocation for families displaced more than 12 months, with priority to women-headed households.
- A National Climate Displacement Registry to track and document affected families and their unresolved claims.
The brief has been shared with 40 members of parliament and the Ministry of Land. A public consultation is scheduled for August.
